Another way of powering it and getting the weight in the right place is to use two sticks of three or four D size cells, one stick down each side, giving six or eight in series for 7.2 or 9.6 volts, depending on the choice of motor. Extra ballast is still needed, but it can be useful ballast, like smoke unit, sound unit/speaker etc, batteries for working the extras, since the side sticks can have their position arranged to best advantage. Water repulsive grease in the shaft and the use of two brass washers with a neoprene O ring between them at the prop end make for a pretty good thrust bearing/seal to keep the water at bay.
