Comet miniatures retailed a limited edition large scale Stingray some years ago, and I believe this is an R/C conversion of one of these kits.
Unfortunately, they're no longer available, and I suspect you'll have a hard time finding one for sale anywhere.
Drawings are available if you fancy a bit of scratchbuilding.
